Annex 1 - Mandatory Conditions
No supply of alcohol may be made under this Premises Licence:
a) at a time there is no designated premises supervisor in respect of the premises licence and,
b) at a time when the designated premises supervisor does not hold a personal licence or the personal licence is suspended and,
Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Annex 2 - Conditions consistent with the Operating Schedule
CCTV
CCTV shall continue to be used on the premises. Cameras should be kept in full working order and the recordings shall be retained for a length of time in accordance with local police advice.
Membership Cards
Membership cards shall continue to be issued to identify current members of the club and also their relevant age. Junior memberships for persons under the age of 18 shall continue to be a different colour. Junior members shall be restricted to the snooker and pool areas on the premises.
Noise
Noise from amplified and non-amplified music, singing and speech arising from regulated entertainment at the premises [between the hours of 23:00 and 07:00] shall not be audible inside habitable rooms of noise sensitive properties in the vicinity.
Informative Note:
Licensees are advised to carry out a simple “sound check” outside the nearest noise sensitive property by listening to the music etc. coming from regulated entertainment. If the music etc. is clearly audible then it is likely that this condition is being breached. Steps should then be taken to reduce the volume of the noise.
For the purpose of providing an objective standard to assess whether this condition is being complied with or not, noise shall be considered not to be audible if:
) the measurement of sound when music etc is on (expressed as LAeq, 1min) does not exceed the measurement of sound (expressed as LA90, 5min) when the music is off, and
) the measurement of sound in each 1/3rd octave band between 40Hz and 160 Hz when music is on (expressed as L10, 1min) does not exceed the measurement of sound in the same 1/3rd octave bands between 40Hz and 160Hz when the music is off (expressed as L90, 5min)
All measurements to be taken within the habitable room normally occupied at the time in question, using a Type 1 integrating-averaging sound level meter compliant with BS EN 60804, with either windows open for normal ventilation or closed, whichever situation causes greater noise disturbance.
Prominent, clear notices shall be displayed at all exits requesting customers and staff to respect the needs of local residents and leave the premises and area quietly.
ADVISORY NOTE:
You can help reduce crime, disorder and public nuisance if you promote a ‘calm down’ period at the end of the night. Finish any “lively” entertainment (disco, live music, etc) about 30 minutes before the bar closes and play softer background music. Continue to sell water, soft drinks and other non-alcoholic beverages and allow customers to leave naturally
Only members of the club and their bona fide guests are allowed to use the facilities of the club unless they have been invited by the club committee on behalf of the club for a specific event which forms part of the qualifying activities of the club and this has been recorded in the committee meeting minutes.
Conditions attached to old Justices' On-Licence transferred
1. Intoxicating liquor may only be sold or supplied to the following persons: -
a) Persons who are members of the Coral Snooker Club being persons duly admitted to the said Club who have been duly admitted to membership in accordance with the rules of the Club and who have been a Member for a least 48 hours or whose nomination or application for Membership was made at least 48 hours prior to admission.
b) a guest of such a member, introduced by him in accordance with the Rules of the Club.
c) persons employed at the said premises.
2. No persons under the age of 18 years shall be eligible for membership of said Club.
3. Subject to Rule 4 below, no persons under 18 years of age shall be admitted to the Club.
4. Juveniles over 14 years of age may be admitted as the guest of a member, but will not be allowed within the licensed bar area, nor permitted to play the gaming machines. The member is responsible (at all times) for the good behaviour of the Juvenile.
5. Subject to Rule 6 below, guest of members (including juveniles) shall 'sign in' their visit in a book kept for that purpose and be available for inspection by a Police Constable in uniform on demand.
6. On the actual day or days on which any match shall be played at the Club premises all visiting members of any opposing club or team and the referee or referees of an/ such match shall be regarded as members of the club including the right to be supplied with or sold intoxicating liquor for consumption on the premises, but all visitors (including juveniles) shall 'sign in' their visit in a book kept for the purpose, available for inspection by a Police Constable in uniform on demand.
7. One member may only introduce 3 guests at any one time or day.
8. No intoxicating liquor shall be sold or supplied to any person for consumption OFF the premises except a member in person.
11. A complete list of member s of the Club shall be maintained and kept available on the premises to be inspected by a Police Constable in uniform if required on demand.
13. To comply with the recommendations of the Fire Officer.
Mandatory Conditions
A club premises certificate may not authorise the supply of alcohol for consumption off the premises unless it also authorises the supply of alcohol to a member of the club for consumption on those premises.
A club premises certificate which authorises the supply of alcohol for concumption off the premises must include the following conditions:
That the supply must be made at a time when the premises are open for the purposes of supplying alcohol, in accordance with the club premises certificate, to members of the club for consumption on the premises;
That any alcohol supplied for consumption off the premises must be in a sealed container; and
That any supply of alcohol for consumption off the premises must be made to a member of the club in person.
